you cannot apply for citizenship in the Netherland without having lived there legally for at least 3 years (e.g. if married to citizen) or 5 years. Your first step is to see whether you can get a legal work visa for the Netherlands. Depending on your qualifications you could have already not manage to do that. Worry about citizenship once you actually live legally in the Netherlands.
