Hard white things in hair?

I have these hard white things that are on my scap or sometimes attached to the hair strands. I don't think it's lice, scap is never itchy and I'm pretty clean, and I never had lice when I was a kid. I have some dandruff, but these white things are hard and are like little "pebbles" or sand-like.
